If you mean whether it's actually inscribed by the two officials whose named are signed to it, your best bet is to compare the calligraphy to genuine examples of their handwriting. However to me there's a lot of circumstantial evidence suggesting that the two officials did not sign this fan, which is otherwise certainly a genuine, hand-painted fan.
