Hello all! Can someone please translate the script on this document for me and identify the author's seal and the script located on the frame? Any assistance with this query would be greatly appreciated! Thank you! David.

This is a Japanese document, expressing thanks for something (can't read the phonetic characters) and issued at Tokyo on the sixth day of what in the poor resolution image may be either March or May of 1967 (42nd year of the Showa [Hirohito] reign). Japanese contributors undoubtedly can make better sense of it.

This is a certificate dated May 1968 from the head of a ward of Tokyo thanking a US Navy group for their work in helping set up a local recreation area, perhaps a playground.

Someone at reddit/r/translate may offer you more specifics; this doesn't related to Asian art.
