Subject:Old Floral Spring Scroll

I'm told that the writing on this scroll says something to the effect: When the flowers bloom, spring is here. Name of the artist, and possible date?

The artist's name is given in the first three characters of the first seal, which is not entirely legible to me: 金X東印. 金 is also a common Korean surname. The three characters below the inscription you have a general translation for are the artist's studio name, which is repeated in the second seal. 20th century but hard to be more precise.
