Subject:Need information on picture, and translations

Hi,

I found this picture (in the attic :)), there is no other information apart the text that I cannot read (and cannot even determine which language is that). I was wondering if I should put it to trash or not?

Some non-Asian artist's idea of what Oriental characters look like.
