Chinese, autumn 1898, can't make out the artist's name by the spoout, if that is what it is.

Could you also tell me what area of Chine is this pot from? Autumn 1898 is what written on it, and if yes, which part of the pot is it on?

Quite a bit of older Chinese pewter was made at Shantou, on China's East coast in Guangdong Province.

Here some information I posted a couple of years ago regarding one of the common pewter marks from there.

戊戌秋月, on the panel closest to the handle. These are associated with Yixing, which is known for its clay teapots as well, but without knowing the location of the maker whose name I can't make out I've no way of knowing that yours wasn't made elsewhere in China.
