The artist is using a pen name 無咎, or Wujiu in Mandarin Chinese, but I think it will be hard to identify him from this information. There was a Song painter who had these two characters as his first name (Yang Wujiu), but your picture is modern and not in his style (he painted plum blossoms http://xn--uu-l82dp24f.com/uua/YiKuItemEA?id=308), so your painting is not meant as an homage or as a fake.
