Could somebody please tell me if this carved stone sage is Chinese or Japanese and what the inscription and chop say?

interesting contemporary? Chinese seal, the legend is not too hard to read, but I'm not sure of a good translation
天下風行, where 天下 means "everything (all under heaven), and 風行 means "popular, fashionable"

The characters on the side of the seal are harder to read but seem to be the artist's name in the left column and hometown in the right.

Mikeoz may have some good insights on this one

Thanks for the insight rat. I have tried to take a better picture of the inscription. I don't know the age of the sculpture, it could be contemporary, but nothing was known about it when we bought it 3 months ago at an antiques fair.
