Upper seal,
晴湖 - Seiko
I can't read the lower seal,

Inscription on the back,
奥原晴湖 米法山水 - Okuhara Seiko Beihō-sansui

Okumura Seiko 1837-1913, famous Japanese paintress
Tōzai was one of her pseudonyms.

Beihō-sansui - Mi style landscape
(Mi (Fu) 米芾 1051-1107 Song Dynasty literati painter.

Starting seal,
眼大月小 - Gandai-gesshō - Big eye and small moon
