Not strictly a reproduction, although the decoration is somewhat inspired by the late 17th-century (or very early 18th-century) "Master of the Rocks" painter's style. Do an internet search for that term and you will get the idea. Especially note any search results for exhibitions of "Transitional" wares. There have been three that I know of. The decoration in your piece may have been an attempt by a not-too-bad painter to copy from an exhibition catalogue. He went overboard with the blobby-dots.

Was it a lamp originally, with a repaired hole in the base?

I suspect your vase was made in last quarter of 20th century. Scholarship on Transitional wares was not well known before then, and some of the decoration styles would have been quite esoteric to imitate before then.
