阿波　鳴門の風波　-　Awa　Maruto　no Kazanami(Fuha) - Awa　(Province) Naruto Whirlpool (Yellow cartouche)

I haven't yet identified the artist, but this is a mediocre copy of Hiroshige's "Naruto Whirlpools" from the series "Famous Places in the Sixty-odd Provinces". Here is a copy at the Boston MFA:
