Signature and seal reads,
静水　-　Seisui

Hashimoto Seisui 橋本静水　1876-1943
Born in Hiroshima, Real name was Sōjirō. Learned painting from Hashimoto Gahō as a foster son. In his later years played an active part in Teiten (Imperial Academy Art Exhibition) and served as secretary of Gahō　Futaba-kai.
