Dear Cynthia,
I hope that what we can see on this picture is the signature and not the last two characters from a longer inscription.
It reads Yamai （山井）a Japanese surname, however, Japanese painters seldom sign their works with surnames. The seal doesn't help too much, because its upper half is overpainted - therefore illegible.
The full image would make it easier at least to determine the age in which we could search for the artist.
