Subject:Help identifying who made this plate

Hello all,

Many years ago a neighbour of ours gifted us this plate. All she told us about it was that it belonged to her mother and that she originally got it in Japan. Any help confirming the markings would be greatly appreciated.

Due to size restrictions I'm unable to upload the front of the plate.
