贈友國庆　- As a present to my friend Guóqìng
於....　　- At .... name of place is overpainted wth ink
歳未　　　- Date; sheep (Heavenly stem)
The artist seemingly missed to put the corresponding Earthly branch in front of Heavenly stem -　he didn't want to nake a correction, so gave up the continuation of dating.

Cui Yazheng - Surname and given name
of an unidentifiable artist
