This appears to be a circa late Republic-early PRC period Maitreya Buddha being admired by Children in his guise as the "Cloth Sack Monk" (Budai Heshang). My PhotoShop software is no match for the fuzz in you photo of the mark, so I'm unable to comment further.

the maker’s name: 朱茂盛—Zhu, Maosheng.
