The marks read apocryphally as “Made by during the Qianlong reign” (1736-95). Judging from examples seen at gotheborg.com, your dishes are Chinese blanks decorated using printed transfers at the Wa Lee porcelain painting workshop in Hong Kong.

Yes, the plates are chinese. The four character marks read "qianlong nian zhi":
Made in the reign(year) of Qianlong [1735-1796]. They are not of the period though, but modern items of decorative value only.
