The Metro Library date the print to the Meiji Restoration period so I doubt it's related to the 1862 namamugi incident.
My modest opinion is that this crowd of craftsmen, merchants, wives, husbands, ladies etc... are probably talking about the "good old days" some happy with the new regime and others maybe nostalgic of the old system ....who knows. Finally times haven't really changed 🤣
