inscription: 侯造 "made by Hou" if Chinese, though that is an unorthodox way to say things in a Chinese picture; perhaps I. Nagy knows whether the two characters together constitute a Japanese given name. The calligraphy seems quite precise, which is a positive.
The seal under the inscription is illegible to me.
The second seal reads 松門書畫之章 "Pine Gate's painting and calligraphy seal" (where pine gate is an art name taken by the painter).
The third seal is another artist's seal, something like 侯房富定 but I don't have time to confirm, will leave it to better readers than me.
