Subject:ID of Chinese scroll artist

This painting has been attributed to Ren Yi, but I think incorrectly. Can anyone identify the artist? (I would also be grateful for a translation of the lengthy inscription - spread over 3 photos.)
The work measures 109 x 48cm.

雨雪遄征四牡騑 歸來湔洗柳依々
臨風不敢舒長嘯 世跆崎嶇識尚稀
戊寅年木萠動之候 伯雲題
In rain and snow spur on the four stallions to return reluctantly get washed at the willow
Face the wind but don't dare to utter a long cry
But, there are still a few of them who know that they have trodden into a rugged road
In the Season of Bud-burst of The Year of Earth-Tiger (...1998) Inscribed by Boyuan
Seal,
施伯雲 - Boyun
(On the characters 伯 and 雲 the character 施 is
superimposed - the one on the left is the mirrored form of the one on the right. At least I hope that my reading of the character 施 is right)

Most probably 施伯雲 - Shi Boyun 1927-
Painter from Shanghai
The courtesy name of Ren Yi 任頤 was Bonian 伯年 which might have given rise to misunderstandings.

This deserves a closer look. May be you could send some photos in better resolution. Some details of the painting. Also the whole scroll. How was this attributed?
