The mark reads: Togyokuen (To-gyoku-en) 陶玉園 Sei 製 = Made by Togyokuen.
Togyokuen means something like: pottery jewel park, where park could also mean studio or workshop.
It's a mark of the studio/workshop of Kato 加藤 Gosuke 五助 4th (1839-1905) from Seto.
Kato Gosuke 4th won a bronze medal at the Paris World Expo in 1878. He also participated in the Chicago Exposition of 1893, and his work is exhibited in the Kyoto and Tokyo National Museums.
Regards,
Martin.
