Subject:Interesting brass seal on cloisonne - CHINA & characters - Translation help needed

Could someone please translate this?
I really hate being illiterate in Chinese, but it's not something I can remedy quickly...

Dong 東 "east". Donghexing (T'ung Ho Hsing?) is apparently the name of the Beijing company that made this, and not as a subcontractor (自造)

It's certainly a bit awkward to be interested in Chinese 20th century cloisonne and yet be illiterate in Chinese. I don't see any way to remedy this except by years of study...

Bei Jing Che He Xing Zi Zao Lang Pen

Lang appears to be written in an old-fashioned style, and because "Bei Jing" is used instead of "Peiping," perhaps this piece dates either to before 1928 (when the capital was moved to Nanjing), instead of post-1949?

Che Hexing is a name?
