Subject:Identify Chinese Silver Vase

Hello, I am looking for some help identifying this Chinese Silver Baluster Vase.

It stands 22cm high and weights approx. 292 grams. Finely engraved with a dragon wrapping around the body. There are Chinese hallmarks.
The base is hollow and contains a number of silver ball bearings which rattle / 'whir' around inside and will come out of the central hole - I wonder if this has any significance or use?
