The finial on this censer is a qillin,a mythical hooved chimerical creature known in Chinese and other East Asian cultures, said to appear with the imminent arrival or passing of a sage or illustrious ruler. It is a good omen thought to occasion prosperity or serenity. Can't help with the mark, I would date this 20th century.

It's for sure a Japanese korô (incense burner) in Chinese archaic style, dating from the early Meiji period.

I read the seal partially as 日本??西村雲?造 or 日本??西羽雲?造 (Nippon.....).

Guy.

Nihon (or Nippon)- Tôkyô - Nishiha (or Nishiba) Un X - zô (made by).

Maker's name not fully read. Find no further references.

A Japanese korô (香炉) is also used for the tea ceremony.

Guy.
