Subject:Watercolor Translation Help

Just purchased several prints and this watercolor, which I have not been able to translate. I assume it's contemporary, probably by a talented amateur (wouldn't be the first time I've been wrong...today). I'd appreciate help with the translation of what I assume are the artist's name and title/theme of the painting. Also, any wisdom the learned members can impart concerning the type of animal portrayed (carp, I am assuming, but don't know), and its cultural significance would be greatly appreciated.

Not carp. This is Japanese street art for tourists, inscribed "Betty" in upper right, not sure how to pronounce the artist's name.

The artist's given name is Hiroura.
