I just found the correct artist. See an example of the signature at link below.
It is 'Hirose Biho' (also spelled 'Yoshikuni' in an alternative way), active ca 1900-1910. He designed mainly war prints ('senso-e') during the Russian-Japanese conflict of 1904-05.

Very nice print by an uncommon Meiji artist.
