It's by Utagawa Shigenobu (who became Hiroshige II, 1829-1869).
The triptych is titled "Oigawa kachiwatari" (Crossing or ferry at the River Oi), dated 4th month 1852 (date seal indicating year of the Rat, 4th month and 2 Nanushi censor seals). Edward Strange in the "Colour-prints of Hiroshige" mentions that there are two versions of this triptych. I don't know which state this exactly is.

Best regards,
Guy.
