It's a broken brass Buddha head from Thailand. The style is possibly a folk art from the North East, but I wonder why this head was buried and has sign of age since there is no war, no major earthquake for 250 yrs in Thailand. Only in worldwar II that USA and its alliance bombed Bangkok to kill Japanese and then destroyed many houses and temples, but this event would not cause your Buddha head looks that old.

In addition to the style, I could not date it exactly in the time it was made, since folk art can be anything that the villager picked up from many period of Thai Buddha art, then mixed up to be their own style...and your Buddha's head looks like Laos Buddha to me.

If the inscription behind the wooden plate is not a lie, this Buddha's head is possibly 19-20th century damaged head, because the faking business for tourism is not yet poppular.
