Thanks for the detailed response. Another contributor "Rat" thought that we might be looking at some type of inspection stamp meaning "correct" or "passed". One interesting detail which might hold a clue, to the statue origin, has to do with the placement of the Buddha's hands in the "Gesture of Meditation". For all SE Asian Buddhas that I have seen or read about, the right hand is on top of the left. This Buddha shows the left hand on top of the right. I am not familiar with typical Chinese, Korean or Japanese Buddhas. Perhaps someone knows where this left on top "Mudra" is utilized?

it's tilted over a bit in the photo, but is the Chinese character "zheng", Japanese "sei". not 100% sure of the context here but it likely is an inspection stamp of some sort, meaning "correct", or "passed".
