GOLDEN DRAGON TAPESTRY ON SILK HELP!!!!

Hi not long ago I came into possession of what I was told was a Chinese tapestry taken down from pei king palace during the boxer rebellion. When I purchased this it came with the veterans discharge paper, that tells where he fought in china during the rebellion. The dragon is made out of gold bullion thread and has real silver bullion eyes as they have tarnished and the gold has not. I have tried doing research and have been told this is a Japanese dragon due to the 3 claws. I am not sure this is an imperial dragon because it does not have 5 claws as it should. I really want an experts opinion, so I am posting it here. I know the japanese were in china during the rebellion, mabey it is Japanese. It has a good wieght to it and the dimensions of the tapestry are aproximately 20in x 20in. It has been cut from a larger piece of of fabric, I also have no idea what kind of value this would bring if I were to sell it. Any information pertaining to this item would be greatly appreciated please HELP!!!
