I'll beg your pardon in advance for the frankness, but I hope to dissuade you and your neighbor of any illusion that this dish is anything but a late 20th century piece of 'pottery barn' caliber, truly plebian porcelain, probably made originally in a Chinese kiln but likely given its imitation rose medallion decoration in Hong Kong, Macao or elsewhere. If your neighbor makes ten dollars on it, they'd be getting a generous deal. However, anyone asking and getting $250 for something like it, should be run-in to the nearest police kiosk and arrested for highway robbery! The dish shown is anathema to any serious collector and has no inherent artistic or intrinsic value for anyone who knows anything about what real antique rose medallion constitutes in the way of workmanship and attractiveness. Here's a peek in case you've never seen what I'm talking about before. A 14.5-inch charger with first quality hand painted decoration dating to about 1875, a century before your neighbor's dish was stillborn.
