It's a wood fiber paper (Kra dard sa) made in the Northern Thailand, not rice paper. It's a scene of Churning the Ocean of Milk.

Possibly a tourist souvenir from Thailand, rubbing from newly carved wood, because the real thing in Khmer Temples in Thailand and Cambodia are big, the small one are at the gables on the top of the doors, no one can climb up to patch wood fiber paper and rub charcoal pencil on them.
The style is of Thai folk art and handicraft.
