Shin Hanga painting - Can you help ID artist?

I'd like to know who the artist is for these paintings.

These paintings have titles painted along the edge, 'Lake Biwa Shiga, Japan' (painting without the large red templ), and 'Isake Shiga, Japan' (altough there is a worm hole just before 'Isake', so there could be another letter that is missing).

Each measures about 19" wide by 16" tall, but the edges are a bit folded. There are also reminents of paper on the sides that suggest the paintings were mounted as horizontal scrolls at some time.
