Message If top surface flat, would be cake plate. If not, could be used for fruit or other food items. Would not be called 'stem plate' as in 'stem cup,' but does have foot. Style could be sold Europe, UK, USA 1920s to 1960s. Probably part of tableware set. Could be made any of dozen countries, most likely England or USA. Probably had sticker show place made.
