Not sure is porcelain as called in West, may be light color stoneware.

Color of glaze imitate Chinese guan ware of about nine-hundred-year ago, which also have stained crackle.

But careful spiral in base, color of clay and unglazed base/foot say first-glance is not guanyao.

Spiral reminiscent of way some Japanese pottery look (not raised spiral like yours) which reflect way piece removed from potter wheel. Your spiral deliberately made, not relate to remove from wheel.

These factors suggest is modern studio pottery, very nicely made, expertly glazed and fired by one who has studied old wares.

I could not say where made or by whom but would like to meet and talk to potter.

It is lovely and probably 'rare' in meaning individually made by potter, but not 'rare' like old guanyao.
