Message Flower and Bird (hua-niao) paintings are about as generic as anything in Chinese, Japanese or Korean art. However, if I had to guess, I'd opine this to be a post-1950 Japanese painting, or perhaps from Taiwan, which was under Japanese dominion from 1895-1945. The cited bold characters and red mark could be read in Japanese as the name 'Ryuuhou'. My ability to conduct an internet search on Japanese names is limited by a lack of grounding in phonetic characters, but perhaps others will recognize this painter or studio. Good luck, Bill H.
