Can not tell from photo if plastic, glass, enameled metal, ceramic, plaster.

Is centuries-old tradition in China relating to story of carp swimming upstream and change into dragon. Was interpreted as allegory for men doing well in civil government examinations and achieving status/wealth. More broadly used as allegory for academic accomplishment.

Your item looks new. Could be made for gift to young student or to parents upon birth of child, meaning wishes for good life and prosperity.
