Such figurines made south China factories through 20th century of both red-firing earthenware and porcelain various quality.

Hollow items such as yours probably made by slip-casting method, you can do internet search for technique. Birds usually sold in pairs.

These made in very large numbers, mostly no artistic quality and sold very cheap. Damaged items except extremely rare forms have no market value.

Rule for export to USA was as of 1921 supposed to say "Made In" not just origin-country name, but rule not always followed. Even if made first quarter 20th century instead of 2nd quarter, no value premium by age even if perfect.
