This looks to me more like couched, laid and interlaced yarns/threads (underlain by padding and backing of some kind) that was then sewn on to the larger piece that can be seen across the length and width in the frame. I would doubt that much, if any, of it is actually embroidery. If you were to take the cloth out of the frame, I'd wager that the only threads that go through the large piece are stitches around the outline, holding the dragon to the larger piece. Or it might be glued on.
This might be Vietnamese or even Japanese rather than Chinese.
Before you go to sell it, consultation with a textile professional would be advisable. You would need to know how to describe its actual structure and configuration.
