Can you help with information on this painting?

This is a painting my mother has had for the last 25-30 years. She would like more information on it and I haven't got a clue where to start looking. Anything you can tell me about the painting would be greatly appreciated. She said that it is an original (not a copy) and it appears to possibly be watercolor on silk. I have included a picture of the painting and a close up of the writing that is on the painting. I know the picture is kind of blurry but I took it through the glass of the picture frame. Thank you again for any information.
