I second Arjan's opinion. The potting, especially the low beveled foot with countersunk center, is quite typical of a mid-to-late 19th century plate, Along with the grit, the glaze also is consistent with that period.

The motif and palette both appear to reflect the Qianjiang movement in porcelain painting, which was underway in the late 19th century and peaked in the early 20th.

Perhaps an expert in Qianjiang porcelains would be able to identify your plate with a particular painter. I'm aware of one website with quite an archive of images of these wares, and have included the URL below in case you might wish to make contact for an opinion or just compare your plate against the archived images.
