It bears a resemblance to something I recall seeing in a case full of old Staffordshire figurines. If not Staffordshire, perhaps by another European maker. The model itself may represent a biblical figure, such as one of the Magi. Not made in Asia in my opinion, unless an older Japanese reproduction for the Eurpoean market.
