Snuff / Medicine Bottle Container ?

Not entirely sure if this is Chinese, or Japanese..

It is pretty heavy. Maybe a clay base, and then appears to be coated with something. Not resin for sure. Not sure what it is.

Then not sure if the floral was laid on, or carved.

Hope that someone may ID what this may be.
