Based on the presence of Japan's unique phonetic symbols in the seal, this would appear to be a late 20th century Japanese pedestal dish. I can't read the phonetics, but the four bold kanji characters in the seal read down and across from the top right as " Made by the Ryuho Company" (龍鳳社製 - Ryu-ho Sha Sei). Other than noting "Ryuho" means "Dragon-Phoenix", that's about all I can tell you, but maybe you'll have more time to spend with Google.
Good luck,
Bill H.
