This appears to be a circa late 20th century Chinese decorative vase. The base mark has a Mandarin reading of "Qian Yi Tang Zhen Cang Pin" (謙益堂珍藏品), or "Object from the Precious Collection of the Hall of Beneficial Humility". This mark is No. 2493, without period attribution, in "The New and Revised Handbook of Marks on Chinese Ceramics" (2013 edition) by Gerald Davison. I also found late-20th century copies of the rose medallion export pattern bearing this mark under discussion on Chinese-language websites.

FYI, there's a porcelain-ornamentation factory in Hong Kong that produces the same kind of transfer-decorated wares under a mark of "Yi Qian Tang Long Nian Zhi" (義謙堂龍年製), meaning "Made in the year of the Dragon for the Hall of Righteous Modesty (or humility)". When two Chinese porcelain makers use similar names like this, it often underpins a family relationship.
