Chinese, second half 20th century, most likely painted after 1980, by someone signing themselves as Shouping, which is either a given name or pen name. (It also is the given name of an early Qing painter who specialized in flowers, but I don't think your picture is trying to masquerade as being by that artist, who was named Yun Shouping, 恽寿平. If so, your picture is not a convincing imitation.) The title is something like "the dance of spring brightness."
