I think I saw that this message was posted at an earlier time and that Bill H. or Rat had replied that this was a modern piece.
The vase is Chinese. The mark is a Qianlong seal mark, however, not of the period. Probably fairly new.
Based solely on the design, the vase is a fake.
The vase shows a leaping carp, a Chinese rebus for academic success, with a dragon among clouds, rendered in a Japanese Meiji era manner (late 19th c.). In other words, the design is pretty, but makes no sense as it blends Chinese and Japanese styles, something that would never happen with any Qianlong period piece, or for that matter, later 19th c. or Republic (early 20th c.) commemorative copies.
