Subject:Japanese marking on cup and saucer

Another question mark about a Japanese signature on a cup and saucer.
The left part of the mark is Nihon 日本 Sei 製 (Made in Japan).
But I'm puzzled by the meaning of the right part of the signature. I think the Kanji are 兵留萬 (Hei Ryu Man - Hei Tome Yorozu : soldier - detain - 10000 ???).
Are my Kanji correct and does anyone has any idea what it means ???

Its seems like rewriting a foreign name into Kanjis,
兵留萬 - Herrman, Herman or Heilmann
A hotel or a restaurant with the above name might have get manufactured a whole service kit from a Japanese maker
