I would appreciate any knowledge of the artist, time period and history of this Chinese scroll. Thank you.

Seems like third quarter of the 20th century. closeups of the seal on the painting and the inscription to the left of the three large characters at the top may add more information

I seem to be a pretty good guesser: the inscription reads, "painted in Hong Kong on Lantern Festival Day, 1969 (around March 3)"

The seal doesn't give an identifiable name of the calligrapher. Can you show a closeup of the seal in the bottom left of the painting?

Seemingly the illegible two vertical lines of script (left upper part) contain the answer to your question.
A close up pic would be a lot of help.

The seal above the inscription reads,
文星墨縁 - Wen Xing Mo Yuan (Mandarin)
Man Sing Mak Yun (Cantonese) approx. Writting (Culture) Star Ink Fate
