Your picture is Chinese,
However, I wanted to see the picture and the full inscription. The inscription and seals are complementing each other, not to mention the dating. Without these it is almost impossible to identify the artist.
Signature,
人 劉琦 - Liu Qi (人 is not a part of it, belongs to the inscription above the signature)
Upper seal,
米昌 劉氏 Michang - Given name or courtesy name - Master Liu
Lower seal,
劉琦  -Liu Qi
