I will appreciate any help to identify the artist of this Japanese or Chinese painting.

Dear Alex,
Unquestionably your picture is Japanese.
The proof is the seal 竜 Ryu (Dragon), This is an ab breviated form of 龍 which is used in Japan only. It seems to be a leisure seal
The signature reads; 大雲  Taiun (Art-name)
In Japanese identification dictionaries only one artist can be found with this name, whose name is Omura Taiun
小村大雲 1883-1935. However, his signature is quite different, and there is no mention about the "Dragon" seal. So I am helpless for the time being.
